The London Borough of Southwark is the Administering Authority for The London Borough of Southwark Pension Fund (the Fund).

It has delegated responsibility for managing the Fund to the chief finance officer (the Strategic Director of Finance and Governance), who will receive advice from the Pensions Advisory Panel (the Panel).

The chief finance officer’s powers include:

  • reviewing investment managers’ fund choices at least once every three months; and
  • administering the Fund in line with its rules and pension law.

Other Panel members

As well as the elected members, the Panel has three council officers, two external advisers, and three representatives appointed by Fund members’ trade unions. The elected members (councillors) and two of the officers have voting rights on the Panel. Three voting members of the Panel (at least one must be a council officer) are needed, as well as least one independent adviser, for a valid meeting to take place.

Under current pension law, the role of the Pension Board is to assist Southwark Council as Scheme Manager of the London Borough of Southwark Pension Fund (the Fund):

  1. To comply with the Local Government Pension Scheme (LGPS) Regulations and any other laws relating to the governance and administration of the Scheme, and any requirements relating to the LGPS set by The Pensions Regulator; and
  2. To ensure the effective and efficient governance and administration of the London Borough of Southwark Pension Fund.

The Pension Board oversees these matters and, accordingly, does not make decisions about the management of the Fund.

Local Pension Board duties

  • Supports the Council in managing the Fund;
  • Makes sure that the Council complies with LGPS rules and pension law;
  • Represents all members and employers jointly and equally; and
  • Meets quarterly.
